He hasn't been charged with any crimes, so it's best not to comment on what he knew or didn't know. Let's go ahead and fast forward to today. Violent crime in America has been falling in the last 6 years. That's a fact. However, in Chicago, it hasn't been falling. That's also a fact. It seems, in Chicago everyone is afraid of their own shadow. No one wishes to address the gang problem. Politics as usual.
